Position Summary: Chief Financial Officer
This is an opportunity for a new Chief Financial Officer who thrives on challenges, someone energized by learning new systems, understanding complex processes, developing efficient workflows and rebuilding accounting teams. They will bring deep financial expertise to strengthen and stabilize the finance function and restore rigor and cohesion to the department.
Reporting to the CEO and leading a team of seven the CFO will oversee all aspects of finance for a $20M organization with 250+ employees providing residential, vocational, and therapeutic services for individuals with intellectual and developmental disabilities across Illinois. The CFO will be a problem solver who dives into how current accounting and reporting systems operate, identifies gaps, and implements new processes that drive accuracy and sustainability. Just as importantly, they will train and equip staff to carry these improvements forward, while thoughtfully evaluating the current team, strengthening capacity, and fostering a culture of accountability and collaboration to ensure long-term effectiveness.
With familiarity in nonprofit finance and government contracts, the CFO will bring the ability to interpret complex data streams across multiple technology platforms, oversee billing and receivables tied to state funding, and strengthen compliance, forecasting, and reporting functions. They will be a decisive leader who balances hands-on operational leadership with the strategic foresight needed to position PCH for the future.
Key Responsibilities
- Financial Leadership - Direct the day-to-day management of all accounting and finance functions while ensuring strong internal controls, accurate reporting, and the fiscal discipline needed to sustain the organization.
- System & Process Development - Design and implement financial systems, controls, and reporting processes that drive accountability, transparency, and operational efficiency.
- Accounts Receivable & Billing - Direct billing and collections tied to state contracts by implementing timely electronic claim submissions, automated aging reports, and clear roles for denial appeals, ensuring accuracy, compliance, and efficient cash flow.
- Accounts Payable - Oversee the accounts payable function by implementing streamlined approval processes, automated workflows, and regular audits to ensure timely payments, compliance, and accurate expense tracking, while fostering clear roles, communication, and staff development to enhance efficiency.
- Payroll Administration - Manage the financial aspects of payroll in partnership with Human Resources by implementing automated systems, ensuring compliance with tax and labor laws, establishing clear approval and deduction policies, and conducting regular audits to maintain accuracy and efficiency.
- Team Leadership & Development - Assess, rebuild, and mentor the finance team, establishing policies, training, and accountability structures that build cohesion and performance.
- Data & Analysis - Navigate and interpret complex financial data across multiple systems, leveraging insights to strengthen operations and drive improvements.
- Cash Flow & Forecasting - Monitor cash flow daily, prepare financial forecasts, and analyze variances to support proactive decision-making and financial stability.
- Financial Reporting - Deliver accurate, timely, and actionable financial reports and analyses to the CEO, Board of Directors, and leadership team.
- Audit & Compliance - Lead annual audit preparation and coordination with external auditors, ensuring compliance with all state, federal, and contractual regulations.
- Budgeting & Planning - Direct the annual budgeting process, align financial plans with organizational priorities, and provide scenario planning for leadership.
- Board Engagement - Present financial results, risks, and opportunities to the Board of Directors, fostering transparency and confidence in the organization’s financial health.

Qualifications
- Bachelor’s degree in accounting required
- Progressive leadership experience in accounting, with demonstrated ability to oversee all aspects of nonprofit or healthcare-related financial operations. Prior experience in public accounting is highly valued.
- Knowledge of state funding streams for intellectual and developmental disability (IDD/DD) services, including billing, reporting, and compliance requirements.
- Skilled at using technology, with working knowledge of accounting softwares (i.e. Business Central), electronic health record systems (i.e. Therap), and IL state government funding portals.
- Proven success in strengthening accounts receivable, billing, and collections functions in complex, contract-driven environments.
- Track record of building, mentoring, and leading high-performing teams, with ability to implement policies, systems, and accountability structures.
Location, Compensation and Benefits
This is a full-time, onsite position based at Progressive Careers & Housing’s administrative office located at 20180 Governors Drive, Suite 300, Olympia Fields, Illinois.
The salary range for this position is $150,000 - $175,000, commensurate with experience, along with a comprehensive benefits package. Benefits include medical, dental, and vision insurance; a 403(b) retirement plan with employer contributions; short-term disability and employer-paid life insurance; and paid time off including vacation, sick leave, and holidays.
